The RTD assists our members to adopt and maintain best practice in the planning, provision and maintenance of local road infrastructure and transport related activities through the following pathways.
Build Capacity in Public Works
The RTD is committed to enhancing expertise and promoting best practices in the public works sector. This includes delivering technical publications and research papers to our members, developing training content based on RTD publications, and fostering connections with universities through outreach and cadetship programs.
Engage and Connect with the Public Works Community
The RTD actively fosters collaboration and knowledge-sharing across the public works sector. This includes sponsoring key events such as the IPWEA NSW State Conference, attending external conferences, engaging with regional chapters, and delivering an informative monthly webinar series to connect members with industry insights and updates.
Add Value to NSW Councils and the Public Works Community
The RTD enhances the capacity of NSW councils and the broader public works sector by supporting specialised working groups, focusing on Bridges, Road Safety, and Transport. The Directorate also advocates for local government interests on external committees and industry forums, ensuring the unique challenges of NSW councils are represented and addressed effectively.

Our mission is to build the capacity of our members and serve the roads and transport industry by providing expert advice and technical support. We aim to be the “go-to group” for technical support, best practice information and industry knowledge on the NSW local road network. Our work focuses on supporting the public works sector in NSW, benchmarking performance, and developing evidence to advocate for increased investment in road construction, operation, and maintenance activities.

The beauty of the RTD concept is that individual councils gain access to expertise, resources and advocacy that we normally couldn’t achieve on our own – and in some circumstances haven’t yet realised we need! Not only are the outputs cost effective, the RTD consolidates and shares the best of what is already being done by councils across NSW, works to find solutions for issues many of us face, and provides that information in a format local government can use to improve the way we work and compare our performance across industry benchmarks. Asset AI
Asset AI® is reimagining how artificial intelligence can be harnessed to improve processes in Local Government road maintenance, disaster recovery and asset management.
Asset Management Maturity Project
Identifying deficiencies in current asset management practices across the NSW local government sector and developing solutions to address them.
Asset Benchmarking Project
Every 2 years, the RTD does a state-wide survey on road and bridge assets managed by Local Government. Findings help identify root issues impacting NSW.
Technical Panels
Our expert panels and committees shape policies, guide research, and ensure best practices to our members.
Bridge Working Group
The Bridge Working Group (BWG) supports local councils in managing and maintaining bridge assets. Comprising experts in bridge design, inspection, and load assessment, the BWG develops practical guidance, conducts research, and promotes best practices.
Their work ensures bridges remain safe, reliable, and capable of meeting the community’s transport needs, helping councils reduce risk and improve infrastructure management.
Road Safety Panel
The Road Safety Panel (RSP) works to improve road safety outcomes for local communities across NSW. By leveraging expertise in safety analysis, risk management, and innovative solutions, the panel provides guidance and direction to the RTD’s work. Their efforts support Councils in creating safer environments for all road users while addressing emerging safety challenges.
Transport Working Group
The Transport Working Group (TWG) focuses on advancing sustainable and efficient transport solutions for local councils. Comprised of specialists in transport planning and transport systems, the group develops strategies to enhance connectivity and community functionality. Their work supports councils in addressing transport demands and adapting to evolving mobility trends.
Management Committee
The RTD Management Committee provides strategic oversight and governance for the Roads and Transport Directorate. Representing the interests of local councils, the committee ensures the alignment of projects, initiatives, and resources with the Directorate’s mission. By fostering collaboration and driving strategic priorities, the Management Committee plays a pivotal role in delivering impactful outcomes for the NSW road and transport network.
Membership Details
Membership of the NSW Roads and Transport Directorate is available as an annual subscription to all NSW Councils and related organisations who work with councils in support of the NSW local road network or local transport outcomes.
Council Membership
Council memberships fees are determined on a sliding scale based on the size and geographical location of the council in question. Contact the RTD team for more information.
Private Membership
Private organisational membership fees vary depending on the size of the organisation. Each application for membership from a private organisation is also evaluated to ensure alignment with the RTD’s mission and objectives.
