Purpose of Groups
The internal groups, panels, and committees within the Roads and Transport Directorate play a vital role in driving its mission. These expert-led teams provide critical insights, guide research priorities, and shape policy recommendations. By fostering collaboration and leveraging diverse expertise, they ensure the Directorate delivers informed, practical solutions that address the evolving needs of the roads and transport sector.
Management Committee
The Management Committee is responsible for managing the affairs of the Directorate and providing advice in terms its general direction. It ensures that the Directorate is well run and is able to deliver the outcomes for which it has been set up.
The Management Committee meets on a quarterly basis to discuss the activities and direction of the Directorate. The Chairperson of the Management Committee is Gary Woodman – General Manager, Warren Shire Council
David Andrews
Chair, Bridge Working Group
BE (Hons 1), MBA, LGE, T&CPC, FIEAust, CPEng, NER, APEC Engineer, IntPE (Aus), Emeritus Member IPWEA (NSW & ACT), MPIA. Dave has extensive experience in Local Government Engineering, senior management and the development and management of major projects. He is a member of the Roads and Transport Directorate since its inception and founding chair of the Bridge Panel. He is a TfNSW Project Development Manager for major projects, particularly major bridges.
Paul Yannoulatos
Taylor Thomson Whitting (TTW)
BE(Hons) Grad Dip LGE CP Eng. Technical Director of Civil and Traffic Engineering at TTW. Prior to working at TTW Paul worked in local government for some 16 years. His expertise extends across a folio of sectors including industrial, commercial, education, government projects, expert witness, healthcare, public buildings, parks, residential, subdivisions, traffic and transportation.
Cliff Toms
Kempsey Shire Council
Currently providing engineering services to Kempsey Shire Council. Employed in Local Government sector for 53 years providing engineering and senior management services. Cliff holds a Diploma Civil Engineering and Degree in Environmental Planning. Member of IPWEA since its inception. Represented on Technical Advisory Committee 1995 to 2011, Transport Working Party 1999 to 2011, and joined the RTD management committee in 2012.
Cr Alan Tickle
Local Government NSW
Current Councillor at Mid Coast Council. First elected in 2004 serving 3 terms as Deputy Mayor. Career in banking commenced 1976 and Financial Planning since 1990 in which he has tertiary qualifications and CFP status. Has maintained an interest in transport asset management since 2004 and in particular the financial challenges faced particularly by rural & regional Councils in funding asset renewals.
Anthony Luu
Senior Policy Officer, Local Government NSW
Anthony joined the Roads and Transport Directorate in 2023 and specialises in local government finance and infrastructure policy. He brings 10 years of experience across the public and private sectors.
Bridge Panel
Bridges often represent a critical vulnerability in sustainable local road networks. The Bridge Working Party was established to foster collaboration between Councils, Transport for NSW (TfNSW), and industry experts, delivering long-term benefits to communities. Chaired by David Andrews from TfNSW, the group focuses on improving the management and upgrading of bridge assets across NSW.
Key objectives include developing strategic planning frameworks, advancing asset management practices, and creating technical resources to support bridge practitioners. The group also advocates for increased funding, shares lessons learned in bridge design and construction, and works to enhance the skills of the local government workforce in bridge maintenance and building.

Maria Rashidi
Western Sydney University
Maria Rashidi is an Associate Professor at Western Sydney University. With over 15 years of experience in design, construction, and asset management, her expertise lies in bridge management, structural health monitoring, remote sensing and digital twinning.
Lindsay Brown
Principal Bridge Engineer (West), Transport for NSW
Lindsay is the technical representative from Transport for NSW on the Bridge Panel. He has over twenty years’ experience in assessment and evaluation of existing bridges and the design of new bridges, including the development of the TfNSW Country Bridge Solutions modular bridge system, intended for use by local governments. He is presently the Principal Bridge Engineer (West) for TfNSW.
Craig Riley
Manager – Civil & Structures, BK. Engineering Consulting Solutions
BE, MBA, CPEng. A Chartered Civil and Structural Engineer with 15 years of expertise, Craig is the Structures Manager at BK Engineering Consulting Solutions. He is a recognised authority in concrete structures and a member of the AS5100 standards committee. Having delivered over 250 bridges, his portfolio includes the landmark 1,600m Clarence River bridge at Harwood. Based in Coffs Harbour, Craig balances his technical leadership with family life and weekends at the beach with his wife and three children.
George Vorobieff
General Manager, Head to Head International
George started his career as a structural engineer, designing several bridges, buildings, mining structures and floodlighting towers. He then worked in wind engineering and, in the 1990s, shifted to pavement engineering. George has had several senior management and leadership roles, such as the Executive Director of AustStab, the CMEIG, the Principal Engineer with RTA and RMS, and short-term roles in Local Government. Over the last 45 years, George has written numerous conference papers, guides, manuals and specifications to establish best practice standards and transfer knowledge, including with engineers in Cambodia.
Road Safety Panel
The Road Safety Panel plays a crucial role in enhancing safety on local roads across NSW. This panel brings together councils, Transport for NSW (TfNSW), and safety experts to develop strategies that reduce road-related risks and protect communities. Through collaboration, the panel aims to create safer road environments for all users.
Key objectives include providing expert advice on road safety issues, developing evidence-based strategies, and sharing best practices. The panel also supports advocacy efforts for increased funding and resources to implement effective safety initiatives, while fostering innovation and continuous improvement in road safety management.
Melanie Suitor
Road Safety & Injury Prevention Officer, Parkes Shire Council
With 23 years of experience across Parkes, Forbes and Lachlan Shire Councils, Melanie is passionate about road safety and collaboration. She specialises in project management, media liaison, grant writing, crash data analysis and community engagement. Melanie values the impact her work has on her local communities.
Duncan McRae
Transport for NSW
Duncan works in the Road Safety Policy team at Transport for NSW and is a subject matter expert in education, training, and licensing. During his 30 years in road safety, he has designed and delivered many young driver, motorcycle rider, and older driver programs and policy reforms.
Rachel Palermo
Liverpool City Council
With nearly 25 years in local government, Rachel is dedicated to creating safer roads and stronger communities. Committed to driving positive behavioural change, she combines education, engagement, and persistence to reduce road risks and protect lives. Her work reflects a long-standing passion for making meaningful, lasting improvements in road safety.
Tony Nguyen
TfNSW Centre for Road Safety
Tony leads the Safer Roads team at Transport for NSW’s Centre for Road Safety and is a committed road safety advocate and Safe Systems champion. He drives the implementation of Safe System principles through the Towards Zero Safer Roads Program, strengthening governance and improving delivery of road safety infrastructure. Tony represents Transport for NSW on Austroads’ National Harmonisation of Road Safety Audit Practices and chairs the NSW Road Safety Audit Register Assessors Panel. With broad experience across public and private sectors, he is a collaboration-focused leader advancing Safer Roads for NSW.
David McTiernan
National Transport Research Organisation and Australasian College for Road Safety
David joined ARRB Group in 2007 as NSW Leader, Road Safety after serving 16 years in NSW Local Government in road safety, design, traffic engineering and senior management roles. He is currently the National Leader for Transport Safety at NTRO. He is an elected member of the ACRS National Council and is active in the ACRS Local Government Network promoting a national network of local government practitioners and best practice.
Joseph Barbosa
Blacktown City Council
Joseph holds a BSc(Civil), CPEng, and NER with 15+ years’ experience in local government across metropolitan NSW. He specialises in planning, designing, and delivering civil infrastructure with strong focus on road safety. He leads diverse teams and plays basketball outside of work, while sharing insights from high-growth LGAs in Sydney and supporting Councils on complex safety issues.
Transport Panel
The Transport Panel is dedicated to improving transport infrastructure and services across NSW, focusing on delivering efficient and sustainable solutions. The group facilitates collaboration between councils, Transport for NSW (TfNSW), and industry professionals to address current and future transport challenges.
Key objectives include developing strategies to optimise transport networks, improving connectivity, and ensuring sustainability in transport planning. The group also works to identify innovative solutions, provide technical guidance, and support advocacy for enhanced funding and resources to improve transport systems across the state.
Brayden Soo
Manager, Freight and Supply Chain, National Heavy Vehicle Regulator (NHVR)
Brayden joined the NHVR in 2018 and is responsible for research, policies and projects that advance heavy vehicle productivity outcomes while simultaneously meeting Australia’s Vision Zero and Net Zero commitments. Brayden has about 15 years’ experience in transport, infrastructure and planning for the public and private sectors.
Scott Greenow
Freight Branch, Transport for NSW
Scott Greenow is the Executive Director Freight at Transport for NSW. Scott’s career in Transport spans over 30 years including early beginnings as a bus driver, organisational development partner, and later specialising in road freight operations. Scott has been instrumental in building strong partnerships with freight customers and in enabling technology and innovation to improve heavy vehicle access in NSW.
Adrian Milne
Director Infrastructure Services, Lachlan Shire Council
Adrian has been with the Lachlan Shire Council for 9 years. He has been the Director of Infrastructure Services for 5 and he is responsible for Roads, Bridges, Water, Wastewater, Stormwater, Recreation facilities, Active Transport, Crown Reserves, Cemeteries, Emergency Services, Aerodromes, Plant, Fleet and Depot operations.
Richard Wheatley
Team Leader Transport, MidCoast Council
Richard has over 40 years' experience in traffic engineering in local and state governments plus private enterprise. He is currently managing at MCC a team of traffic and road safety professionals plus heavy vehicle inspectors.
Nicole Vukic
Transport Professionals Association (Fellow)
Nicole is a Transport Planner and Engineer with over 25 years of experience in specialist and multi-disciplinary consultancies. Her experience encompasses all stages of the project life cycle from strategic planning to design and operation of transport infrastructure. Nicole is a Founding Director of Avandra Advisory, a Fellow of Roads Australia (2017) and Fellow of the Transport Professionals Association.
Logan Hignett
Director Operations, Parkes Shire Council
Logan was appointed Director Operations at Parkes Shire Council in 2024 and has over 15 years’ experience in local government engineering and infrastructure delivery. He holds a Bachelor of Civil Engineering (Honours) and Diplomas in Leadership & Management and Project Management. Logan oversees Council’s operational infrastructure and services, including roads and transport, stormwater, airport operations, facilities, fleet, and public spaces. He has a strong interest in regional transport networks, freight planning, and infrastructure delivery for regional communities.
Bill Woodcock
Independent Consultant
With almost 50 years’ experience in Local Government, Bill has performed senior engineering and management roles including Director of Public Works and Services, and Assistant General Manager, Technical Services. He then became General Manager, Government and Business Services at COMPLETE Urban. Bill has worked on various large projects including an $8M dredging and reclamation project, and chaired LTCs for 20 years. An active member of IPWEA for 45 years, serving 3 Board terms, recently Bill has helped develop the "ALUMNI” and Mentoring Program. Bill mentors younger Engineers and is interested in Emerging Technology.
